Authorities report David James O’Neal age 33 was stopped by law enforcement in Cotter but when asked to exit the vehicle he refused.

During the encounter, a police officer was knocked down while trying to put handcuffs on O’Neal. Once he was in custody and placed in a police vehicle, he managed to roll down a window and kicked another officer.

O’Neal then began to slam his head against the prisoner partition, causing a gash to his head. 

O’Neal was charged with felony battery in the second degree on a law enforcement officer and terroristic threatening, resisting arrest, and possession of drug paraphernalia along with speeding and reckless driving.

He was released with a court date after posting a $5,000 bond.
