Billie Rainwater accepted a negotiated plea deal in circuit court today in a case from February 2025 where Rainwater was accused of stealing large amounts of lottery tickets from a local business.
Rainwater was charged with felony theft of property after investigators determined she stole $250,000 worth of lottery tickets from Mill Creek Liquor in Pocahontas.
Rainwater was sentenced to 120 months in the Arkansas Department of Corrections, followed by 120 months suspended imposition of sentence (SIS).
Rainwater was also ordered to pay $250,000 in restitution, with payments of $2,085 per month beginning 90 days after her release from ADC.

Authorities in Randolph County arrested Billie Jean Rainwater, age 46 after court documents report she stole nearly $250,000 worth of lottery tickets from Mill Creek Liquor Store on Hwy 62.
Authorities say an investigation began on Oct. 14, 2024 when the owner of Mill Creek Liquor reported to the Randolph County Sheriff’s Office that one of her employees was stealing rolls of lottery tickets.
Authorities combed through numerous documents discovering some $249,900 worth of tickets had been stolen since 2022 according to investigators.
The owner reviewed records and determined which employee worked when the rolls were activated. Authorities concluded it was Billie Rainwater each time.
The missing rolls were valued at $600, investigators say Rainwater was taking as many as 4 rolls per week.
Rainwater admitted to stealing the tickets to investigators.
Rainwater was arrested on Feb. 12th and booked into the Randolph County Detention Center and released on a $5,000 bond.
