On October 18, 2025, an officer with the Corning Police Department observed a Black Jeep with Texas tags traveling at a high rate of speed on North Missouri Avenue.
The officer then observed the Jeep pass several vehicles by using the turning lane. The officer then attempted to conduct a traffic stop on the Jeep. However, the driver began to flee from the officer at speeds in excess of 100 mph.
The Jeep attempted to negotiate a curve on Highway 211, lost control, and overturned, breaking an electric pole, striking a concrete barrier, and coming to a stop in a ditch.
The driver exited the vehicle and fled on foot. During a search of the vehicle, the officer recovered a small amount of marijuana. The driver, 26-year-old Carlos Joser, was later apprehended and taken into custody.
Mr. Joser was transported to a local hospital and, once medically cleared, was transported to the Clay County Detention Center.
