Ravenden City Council Meeting was called to order by Mayor Larry Gibbons at 7:05 pm on January 7, 2013. A roll call was observed and in attendance was: Mayor Gibbons, Treasurer Wanda Dail, Betty Clements (Alderman 1), Debby Baldridge (Alderman 2), Larry Dail (Alderman 3), Donna Bartlett (Alderman 4), Steven Blansett (Alderman 5), Ravenden Water Department Supervisor Pat Hovis and Police Chief Tim McComas. Nelson Nunnally was also in attendance at the meeting as a part of the agenda. The minutes/agenda were read and Blansett made a motion to approve the minutes/agenda as received. Baldridge seconded the motion; the motion was carried unanimously. The Water & Sewer Dept Report was read. A discussion about the clean up of the water treatment and sewer plant took place and Gibbons asked for a complete inventory of the Water Department to take place. A motion was made by Clements to approve the Water & Sewer Report and was seconded by Bartlett. The motion was carried unanimously. The Fire Department Report was not included therefore could not be voted upon. Dail informed the counsel that the Annual Fire Department Fundraiser will be held on March 2nd of this year, so be prepared to attend the fundraiser on that date. Dail informed the counsel that there are still fire/smoke alarms stocked up in the Fire Department. Elderly citizens and homes that have children in Ravenden can obtain these smoke/fire alarms and have them installed by the Fire Department by simply requesting one at the Water Department or by speaking with one of the Fire Department Volunteers. Mayor Gibbons asked for a complete inventory of the Fire Department to be established. The Ravenden Police Dept Report was read and included in the report was a year end report on all citations made in 2012 for Ravenden. Mayor Gibbons requested a complete inventory of the Ravenden Police Department. Clements made a motion to approve the Ravenden Police Dept Report and Bartlett seconded that motion. The motion was carried unanimously. A discussion about the customer charges for solid waste pickup took place. To provide extra clean ups during the year and provide a 10% discount to senior citizens (age 62 years and older), a motion was made by Dail to set the regular customer charges at $11.40 per month and the senior citizen price would be discounted from that. Blansett seconded this motion and the motion was carried unanimously. Mayor Gibbons then yielded the floor to Mr. William “Nelson” Nunnally. Nunnally expressed discontent with the land sold to him by the Town of Ravenden. Nunnally contended that the land was misrepresented and discussions about possible solutions to relieve the discontentment with the land were discussed. In order to make sure that the solutions discussed were completely within legal boundaries, Dail made a motion that the discussion be tabled until the February meeting in order to give Mayor Gibbons a chance to discuss any solutions with the Town’s legal representation. Bartlett seconded the motion to table the discussion and the motion carried unanimously. The Legislative Audit of Ravenden Water & Sewer Department Report and Town of Ravenden Report was delivered by mail to each of the five alderman in order to have time to read it in it’s completeness prior to the meeting. Mayor Gibbons asked the counsel members if each of them had read the Reports and where they ready for its approval. Clements made a motion to approve the Legislative Audit of Ravenden Water & Sewer Report and Town of Ravenden Report. Bartlett seconded the motion and the motion carried unanimously. The contract with Gateway Animal Clinic for the handling of captured dogs in Ravenden was submitted for approval. After reading the contract and establishing that the prices had not changed from the 2012 contract, Dail made a motion to accept the contract and enter into an agreement with Gateway Animal Clinic for the handling of dogs in the Town of Ravenden for the 2013 year. Bartlett seconded the motion and the motion carried unanimously. The motion was made to adjourn the meeting was made by Bartlett and was seconded by Blansett. The motion was carried unanimously and the meeting was adjourned at 9:20 PM. Alderman #4, Donna Bartlett, submitted these minutes.
